I believe a number was applied to every steel component to aid the reconstruction of exactly why and how the towers collapsed after impact.
According to the map of the gardens, the memorial is directly on the border just east of the Peace Chapel, the only building actually situated right on the border. It’s my understanding that it was Premier Doer and his government that came up with the idea for the memorial, and thus he was the one who dedicated it.
